Briefing-shaped synthesis of the 24-hour UTC arc 2026-06-07. The five satellite repos (tjsonl, skills, coo4one, vade-canvas, site) each carry exactly 2 PRs — the cross-repo substrate-staleness-lint thin-trigger sweep plus the coo-on-assign: field_added PR3/4. The arc’s character is architectural closeouts plus strategic-direction decisions, all landing in one operating day. Three long-running architectural arcs reach a close point: the boot-brake Phase 1 epic (#1082) takes its EMP1 + RUN1 close-out batch and unblocks Phase 2 tracking; the CI-strategy G2 layer (MEMO-2026-05-26-gmsy) gets its first two concrete per-epic and cross-cutting occupants in the same window, with the schema/log seeding convention codified per-arc; the Mem0 effectiveness audit (#684) moves from “audit in flight” to “drop-and-replace commissioned” with a 4-phase 5-8-week execution plan. Briefing 040 (op-request volume) delivers same-window — claim, audit, followup plan, and all Tier-1 reductions land in one day. The Console v0 multi-entry MPA scaffolds and immediately starts populating: the trace viewer ports from coo-harness, the /logs/ MPA list+detail views land, the auth-rotation runbook ships. The substrate-discipline tail finishes the bold-label → YAML frontmatter migration for all 187 memos as the load-bearing type-instance proof, and the diff-scope floor flips so the build pipeline stops wasting full-Quarto-renders on PRs that touch zero publishing-eligible paths.

Three secondary streams compose alongside. The Console-v0 launch arc ships fifteen coo-console PRs in the window — from the Vite MPA scaffold through trace-viewer port through /logs/ list + detail views — with the URL convention (-2gcp) recorded mid-arc to lock the path-equals-URL pattern before the view count gets large. The substrate-staleness-lint thin-trigger sweep lands the cross-cutting G2 surface in 8 of 9 substrate repos in one synchronized PR-set (paired with coo-memory#1311 making the migration-sweep detector location-aware), demonstrating the “cross-cutting G2 primitive” slot from MEMO-2026-05-26-gmsy’s framing.


Lane 1 — CI-strategy G2 layer gets its first two concrete occupants: Consistency Sweep Protocol + drift-prevention scaffold

MEMO-2026-06-07-s364 — Consistency Sweep Protocol primitive lands; G2 per-epic occupant under MEMO-2026-05-26-gmsy. Landed via #1325 (implement primitive; closes #929) + coo-harness#569 (ci-health: schema entry + reusable workflow). Issued 2026-06-07 11:09. The Consistency Sweep Protocol becomes the canonical Tier-0 G2 (drift-watch) per-epic occupant under gmsy’s CI strategy. Multi-file epics ship audits/<slug>/sweep-protocol.md + file-collection.md declaring per-epic discriminator rules + shared-info tokens; the consistency-sweep agent (claude-sonnet-4-6) reads them and emits a structured findings table; CI dispatches on last-PR-of-epic (closing-keyword + GraphQL subIssues heuristic + epic-last-pr label fallback) and on monthly cron via the thin-trigger + reusable F7 pattern. Two worked-example retrofits land in the same PR: the secrets epic preserves its 30-finding v0 baseline; the milestone-taxonomy fresh sweep emitted 24 findings (mechanical post-F9-rename stale references).

MEMO-2026-06-07-ivt2 — Substrate drift-prevention scaffold as first concrete G2 instance; schema/log seeding convention codified. Landed via #1319 (memo) + paired with coo-harness#553 (schema.yaml seed + substrate-staleness-lint reusable). Issued 2026-06-07 09:49. The substrate drift-prevention scaffold from coo-memory#1219 is the first concrete G2 drift-watch instance under gmsy’s CI strategy. Two layers compose per defense-in-depth-perpetual: an at-PR-open lint (F7 reusable in coo-harness) catches new SWEEP-class stale refs; a daily cron in coo-labs/.github catches accumulated drift that lands without a PR, surfacing as a sticky coo-memory#NNNN issue with diff-vs-yesterday-only mutations. Sibling cross-cutting G2 primitive substrate-staleness-lint (coo-memory#1219, closed 2026-06-07) composes at the same guarantee, different scope from s364.

Seeding convention codified. Every coo-memory#933-class sub-issue ships its primitive’s birth entry to operations/ci-lifecycle/log.jsonl AND a corresponding entry in coo-harness/config/ci-health/schema.yaml in the same arc. The strategy’s “first sub-issue PR creates both” commitment becomes per-arc discipline; out-of-arc primitives shipped without conformance need a backfill PR before Group W’s W0 probe (when it lands) can validate 1:1 correspondence.

Tool-side fix. The migration-sweep relative-URL detector was over-eager (matched on tail without file-location awareness); #1311 made it location-aware. The skip-pragma regex also now accepts HTML comments so markdown narrative-context files can opt out cleanly.

Substrate-staleness-lint cross-repo sweep. The thin-trigger lands synchronously across 8 of 9 substrate repos: coo-harness#554, coo-logs#751, coo-console#23, tjsonl#37, skills#39, coo4one#20, vade-canvas#275, site#21. Each repo gets the same thin-trigger pointing at the F7 reusable in coo-harness — one synchronized PR-set demonstrating the cross-cutting G2 primitive slot.

Adjacent ci-lifecycle housekeeping. coo-memory#1306 (ci-lifecycle: scrub lineage refs + backfill birth entries + migration-sweep --ignore-missing-new) closes the seeding backlog. The auto-merge workflow for briefing lifecycle PRs lands in #1296, removing Ven from the merge path for briefing claim / pickup / delivered PRs.

Net effect of Lane 1: gmsy’s CI-strategy framing — first articulated 2026-05-26 as G1/G2/G3/G4/G5 cuts that need concrete occupants — gets its first two G2 occupants in one window, plus the schema/log seeding convention that prevents future primitives from drifting away from the schema. s364 fills the per-epic occupant slot; ivt2 fills the cross-cutting slot; the two compose at the same defense-in-depth guarantee with different scope. The substrate-staleness-lint thin-trigger sweep across 8 repos in one synchronous PR-set is the proof that the cross-cutting slot ships as one-trigger-per-repo infrastructure, not as a per-repo-rewrite. The G2 layer is now concretely populated, not architecturally promised — a structural difference from the prior state where the CI strategy named the slots but had no occupants. Group W’s W0 probe (when it lands) will move the conformance check from per-arc convention to mechanical enforcement; until then, the per-arc convention is the discipline.


Lane 2 — Boot-brake Phase 1 closes: EMP1 cut, RUN1 satisfied, Phase 2 unblocked

MEMO-2026-06-07-vyph — Boot-brake Phase 1 close-out: EMP1 cut, RUN1 satisfied. Landed via #1313 (memo). Issued 2026-06-07 09:18. The Phase-1 epic (#1082) takes a deliberate close-out pass on its two open Phase-1 deliverables. EMP1 (empirical PENDING/FAIL-promotion thresholds) is cut as a deliverable — the placeholder constants (30s race-gate, 60s FAIL-promotion) held across the warn → block-on-FAIL flip (MEMO-2026-06-04-nzxf) and weeks of live sessions with no observed PENDING denials and no soak signal demanding derivation. APR1’s bin/brake-report.py is in place if a real signal ever surfaces. RUN1 is accepted as satisfied by runbook content folded into operations/boot-brake.md via #1263 (gaps O9/O11/O12 closed). The separate operations/boot-brake- runbook.md file the #1174 spec called for is not produced — bifurcating into a second file would duplicate decision-tree / cause-taxonomy / escape-hatch content already canonical there. Effect: #1174 and umbrella #1082 unblocked; Phase 2 tracking continues at #1176.

Predicate-unmatched semantics post-#1175. The benign no-overflow case where identity_predicate_unmatched fires without the identity stack actually being stale gets silenced in coo-harness#560, paired with coo-memory#1316 codifying the predicate-unmatched semantics in operations/boot-brake.md. CI fixture SHA injection for tests 8/29 ships in coo-harness#561.

Net effect of Lane 2: the boot-brake Phase 1 epic that opened 2026-05-22 with #1082’s umbrella scope, took its warn→block flip on 2026-06-04 (-nzxf), shipped its security hardening pass on 2026-06-06 (-bvqe), and accumulated EMP1 + RUN1 as the two remaining “Phase 1 deliverables not yet closed,” closes both deliberately as architectural decisions rather than as deferred work. EMP1 is cut because the placeholder constants worked empirically and no soak signal ever demanded derivation; RUN1 is satisfied by the existing runbook surface rather than by producing a duplicate file. The vyph memo is deliberate closure documentation — naming what was cut, what was deemed already-satisfied, and where Phase 2 tracking lives — rather than execution work. This is the architectural shape that matters: a Phase-1 epic doesn’t need to produce every deliverable in its original spec; it needs to either ship them or deliberately retire them with the reasoning recorded. Combined with the silenced-predicate-unmatched fix and the predicate semantics codified in the runbook, the boot-brake’s posture moves from “Phase 1 in flight with two open deliverables” to “Phase 1 closed; Phase 2 readiness criteria refresh next.”


Lane 3 — Mem0 effectiveness audit: BDFL overrules SHRINK; drop-and-replace via Voyage + sqlite-vec commissioned

MEMO-2026-06-07-hkkd — Mem0 effectiveness audit SHRINK overruled; drop-and-replace via Voyage+sqlite-vec commissioned. Landed via #1320 (Stage-1 SHRINK recommendation + Stage-2b commission draft) + #1285 (Stage 1 Phase A: commission) + #1284 (Briefing 036 claim). Issued 2026-06-07 10:35. The Mem0 effectiveness audit (#684, briefing 036) ran Stage 1 and produced a recommendation: SHRINK without migration — shrink Mem0’s footprint by removing layers with low retrieval-effectiveness, defer the drop-and-replace decision to a Stage-2b commission gated on 60-day telemetry. The BDFL overruled on review #4444871999: “I vote for the migration. I only see upsides.” Binding direction: drop Mem0 SaaS; replace /memo-search with the coo4one v0 stack — Voyage-4 + sqlite-vec + FTS5 + reciprocal-rank-fusion + voyage-4-nano CoreML fallback. ~7,500× cost ratio over 5y; ~1,500 substrate LoC retired vs ~250 written.

Adversarial check. The migration-sketch’s risk surface (cross-instance sync, Voyage outage, sqlite-vec pre-v1, vendor flip, plus the senior-architect lens’s rebuild-on-boot scaling envelope and embedding-topology lock-in) is accepted as adequately mitigated. The rationalization-discriminator’s adversarial flag was load-bearing — flagged the audit-author’s “defer to Stage 2b” path as risk-averse given the cost ratio — and the BDFL’s overrule resolves the close-call.

SHRINK retirement. The SHRINK Track-1 mechanical drift patches and settings-tuning items retire as wasteful (Mem0 dies; investing in its correctness during the migration window is pure waste). SOP §5 retirement and CLAUDE.md §9 deletion fold into the Phase-3 cutover commit, not piecemeal pre-migration.

Execution plan. Four phases over ~5-8 weeks wall-clock: Prototype → Calibration → Cutover → SaaS cancel. Net effect of Lane 3: the Mem0 effectiveness audit that opened as briefing 036 on 2026-05-19 — and gated the re-enable of Mem0 boot reads since — takes a binding strategic direction in one BDFL-overrule moment. The audit-author’s Stage-1 recommendation (SHRINK without migration, defer drop-and-replace to Stage-2b) was risk-conservative on a ~7,500× cost-ratio decision; the BDFL’s overrule lifts the analysis paralysis and commissions the migration. The load-bearing structural fact is the cost-ratio differential — Voyage-4 + sqlite-vec is ~7,500× cheaper over 5y than Mem0 SaaS for our scale, and ~1,500 substrate LoC retire against ~250 written. The rationalization-discriminator’s adversarial flag on the audit recommendation worked as designed: it surfaced the deferral pattern, the BDFL adjudicated, and the path forward is unblocked. Mem0 boot reads stay disabled through the migration window; the audit issue (#684) will close when Phase-4 SaaS cancellation completes.


Lane 4 — Briefing 040 delivers same-window: op-request volume instrumented, sticky throttle understood, Tier-1 reductions ship

MEMO-2026-06-07-cenf — 1Password tier upgrade Teams → Business; sticky per-token throttle resets via fresh-SA mint. Landed via #1292 (memo) + #1291 (secrets schema: declare op-service-account-token-backup2) + coo-harness#539 (extend SA-token chain from 2 to 3). Issued 2026-06-07 06:43. Tier moved Teams → Business after sticky-throttle blocked the substrate. New ceilings: 50,000 read+write/24h per account; 10,000 read/hr + 1,000 write/hr per SA token. Three findings: (1) Teams bundles 10 seats so single-user accounts overpay 10×; Business per-seat is cheaper below ~7 seats. (2) Tier upgrade lifts the rate-limit counter immediately but the read-API throttle propagates with 3h+ delay (observed across two upgrades). op service-account ratelimit headroom does NOT mean reads will succeed. (3) Per-SA-token throttle goes “sticky” — persists against reads even after the counter rolls. Self-service unblock: mint a fresh SA, NOT regenerate the existing token. Consequences: dual-SA kept for concurrency (20,000/hr combined read) but no longer rate-limit-budget-load-bearing; third SA provisioned as sticky-throttle escape hatch; wrap-shim + bootstrap chain extended to 3 tokens; Connect Server retired from active consideration; caching option C deprioritized to P3.

MEMO-2026-06-07-ax4s — PAT-cache TTL bump 300s → 3600s based on briefing-40 instrumentation data. Landed via #1314 (memo) + paired with coo-harness#558 (briefing-40 T1.x: TTL bump + _op_to_file rate-limit fast-fail). Issued 2026-06-07 09:36. The gh-coo-wrap.sh ::_resolve_pat PAT-cache TTL constant moves from 300s (5 min) to 3600s (1 hr). Briefing-40 Layer 1 instrumentation (coo-harness#540) measured 170 L1 events over 7 sessions on 2026-06-07; observed cache_age_sec distribution across cache-hit + cache-miss-op-read rows: p50=36s, p75=104s, p95=260s, max=261s — well under both the prior 5-min and the new 1-hr ceiling. The 5-min value was a documented guess; 1 hr fits the documented rationale (“amortize op-read latency + rate-limit pressure; PAT rotation is daily”) with a 24× safety margin to rotation cadence. Tmpfs cache stays container-ephemeral; stale-PAT-after-rotation risk bounded to one container session. Decision per briefing-40 §3 Tier-1 acceptance threshold (“75th percentile well under 1800s”).

Briefing-040 single-day delivery arc. The briefing claims, audits, plans, and delivers in one operating day: #1293 (briefing 040: op-request volume audit + standing instrumentation) → #1295 (claim) → #1297 (followup: op-request volume plan + env-snapshot refresh) → #1302 (delivered).

Tier-1 reductions ship. Three op-read consumption reduction PRs land same-window: coo-harness#542 (op-read consumption instrumentation: two-layer jsonl + rollup script — the Layer-1 + Layer-2 telemetry the briefing recommended) + #558 (T1.x: PAT-cache TTL 5min → 1hr + _op_to_file rate-limit fast-fail) + #567 (T3.1: session-scope op-read cache — measured 74.4% identical-path repeats → ~0%). The combined-rollup --combine-with-actions flag lands in coo-harness#548 giving the canonical daily total across sessions + Actions. coo-harness#535 (test-check-pat-freshness.sh) + #536 (test-gh-coo-wrap env-isolation) extend bootstrap CI for the two op-read code paths.

Adjacent secrets-schema + bootstrap work. #1291 (declare op-service-account-token-backup2) + #1298 (archive date-stamped env-snapshots; SOP for ephemeral writes) + #1294 (env-snapshot 2026-06-07: today’s drift) + #1312 (secrets schema reclassify Class-C exceptions after S7 loader extension #1198) + coo-harness#543 (S8: env snapshot to ephemeral per-container path) + #555 (coo-bootstrap: sync .op-sa-identity allowlist after op-coo-wrap transparent swap) + #556 (S7: probe op_alt_fields for orphan-pattern coverage #1198). The /op-ratelimit skill ships in coo-memory#1299 as the canonical headroom-check surface.

Net effect of Lane 4: briefing 040 is the first briefing-arc to deliver same-window under the briefing lifecycle workflow. Claim → audit → instrumentation → followup plan → memo’d reductions → delivered, all on 2026-06-07. The load-bearing structural learning is sticky per-token throttle — the 1P API’s per-SA-token throttle persists across counter rolls and only resets via fresh-SA mint, not via token regeneration. That insight (cenf finding 3) reshapes the op-read consumption surface architecturally: dual-SA stops being budget-load-bearing and becomes only a concurrency-bound, with a third SA provisioned as escape-hatch. The Tier-1 reductions compose: instrumentation (#542) gave the measured distribution (p75=104s), TTL bump (ax4s + #558) lifts the ceiling to 1hr against the measured envelope, session-scope cache (#567) eliminates 74.4% of identical-path repeats. With the Layer-1 + Layer-2 jsonl instrumentation now standing, the distribution stays observable and future TTL adjustments are evidence-driven, not guess-driven. cenf’s secondary effects (Connect Server retired, caching option C → P3) close adjacent design directions that the sticky-throttle finding rendered structurally unnecessary.


Lane 5 — Cloud Claude Code wrap shim extends: thinking-display formalized + dynamic-workflows unlocked

MEMO-2026-06-07-4bat — PATH shim at /root/.local/bin/claude injects –thinking-display summarized into cloud Claude Code launches. Landed via #1282 (memo) + paired with coo-harness#534 (wrapper + tests) + #538 (cloud-setup install). Issued 2026-06-07 04:19 local. Supersedes MEMO-2026-05-25-ikqp. Installs scripts/claude-thinking-display-wrap.sh at /root/.local/bin/claude via cloud-setup.sh. Restores thinking summaries on Opus 4.7+ Web/SDK/headless surfaces. Mechanism: the binary admits CLI flag --thinking-display summarized as a path that bypasses the !p6() non-interactive gate. Env-manager’s PATH places /root/.local/bin before /opt/node22/bin, so the wrapper intercepts and exec’s the real binary with the flag appended on agent invocations. Detection: injects only when args carry an agent-invocation marker (--sdk-url, -p, --output-format=…, --thinking adaptive|enabled, --resume=…, --model …); subcommands and probes pass through; explicit overrides respected. Risk acknowledged: intercepts Anthropic’s binary launch in their managed container; framed as documented-bug client-side workaround per anthropics/claude-code#49268. Uses the existing PATH-precedence install convention shared with op and gh.

MEMO-2026-06-07-fkef — Dynamic-workflows gate model: five layers; launcher allowlist is the dominant gate on cloud Pro. Landed via #1301 (operations/workflows.md + fkef memo) + coo-harness#547 (claude-wrap shim: inject Workflow into --tools/--allowed-tools) + #544 (settings: enableWorkflows: true) + coo-memory#1303 (workflows.md: meta declaration requires export). Issued 2026-06-07 08:01. Claude Code dynamic workflows on cloud Pro pass five gates: org policy (L7("allow_workflows")), env kill-switch (CLAUDE_CODE_DISABLE_WORKFLOWS), GrowthBook availability (tengu_workflows_enabled + plan-tier defaultOn), user opt-in (settings.enableWorkflows), and the launcher’s --tools / --allowed-tools allowlist. The first four pass on a stock paid account once coo-harness#544 sets enableWorkflows: true; the launcher allowlist is the dominant gate that bites — cloud env-manager projects Workflow into neither --tools nor --allowed-tools regardless of the in-process state.

Externalization via the same wrap shim. The scripts/claude-wrap.sh shim (general PATH shim at /root/.local/bin/claude, renamed from claude-thinking-display-wrap.sh in coo-harness#547) is extended to append Workflow to both flag values on agent-shaped invocations. Knob: CC_INJECT_WORKFLOW=0 disables. The same PATH-precedence mechanism that handles --thinking-display summarized now also handles Workflow injection — one shim, two extensions, both gated on the same agent-invocation marker detection.

Author-facing JS API + deterministic constraints. operations/workflows.md documents the API surface (agent(), parallel(), pipeline(), phase(), args, budget, workflow()) plus deterministic constraints (Date.now/Math.random/argless new Date() banned — break resume). Verification: smoke-test 24/24; end-to-end pending a fresh session (this process’s tool allowlist froze at boot). Scope: cloud Claude Code on Pro.

Net effect of Lane 5: the cloud Claude Code wrap-shim architecture — one PATH-precedence shim at /root/.local/bin/claude intercepting agent-shaped invocations — extends from one feature workaround to two, with no architectural change to the shim itself. 4bat is the formalization memo for the existing --thinking-display summarized workaround (the shim has been deployed for several days; the memo records the supersession of ikqp’s prior approach). fkef is the new feature: the same shim now also injects Workflow into the launcher’s --tools / --allowed-tools allowlist, which the briefing-40 investigation surfaced as the dominant gate blocking dynamic workflows on cloud Pro. The 5-gate model in fkef is the load- bearing documentation contribution — it names which gate fires when dynamic workflows fail, so future investigations don’t re-debug from scratch. The shim renames from claude-thinking-display-wrap.sh to claude-wrap.sh in coo-harness#547 to reflect its generalized scope. Both memos share the same retirement-condition shape: the shim retires when Anthropic ships any of (a) flipped default, (b) dropped gate, or (c) the launcher allowlist becoming user-configurable through a non-shim path.


Lane 6 — Console v0 ships + type-instance YAML frontmatter + diff-scope floor flip

MEMO-2026-06-07-2gcp — Console MPA URL convention: src/<name>/ maps to /<name>/. Landed via #1289. Issued 2026-06-07 05:17 local. Console v0 multi-entry MPA file convention is src/<name>/index.html mapping directly to URL /<name>/, not src/views/<name>/index.html mapping to /views/<name>/. Decision recorded in #1288 (closed by this memo); the design plan §2 deliverable 5’s exact wording (console/v0/src/views/<name>/index.tsx) is superseded in favor of src/<name>/index.html + src/<name>/main.tsx. Reasoning: file path equals URL path equals Worker route, so view PRs pay zero indirection — env.ASSETS.fetch(req) reads cleanly with no URL→file translation. Future view PRs file at src/<name>/; first application lands in coo-console#832 (trace viewer port). The shell/, lib/, components/ infrastructure folders stay at src/ root alongside view folders. At full v5 buildout (~9 dirs total) this is conventional and IDE-friendly.

MEMO-2026-06-07-fnzq — Type-instance files use YAML frontmatter; tolerant-parser + bulk-migrator is the convention. Landed via #1287 (memo) + paired with #1283 (YAML frontmatter for all 185 memos; closes #1135). Issued 2026-06-07 04:46. Files that are instances of a homogeneous type in the substrate carry YAML frontmatter as their structured metadata source-of-truth, replacing bold-label and italic-provenance forms. Memos validated the convention in #1135 with a 187-file backfill using a tolerant-parser + bulk-migrator + index-rewrite pattern. Fields are kind-specific — memos carry id, title, date, issued, author, status, supersedes, paired_artifacts, linked_issues per memo-protocol.md — but the shape is the precedent: YAML at the top, optional anchor + heading as visual landmark, body underneath, prose-rich legacy fields preserved verbatim in body when migration can’t extract them losslessly. Tooling reads YAML first and falls back to legacy formats during each type’s migration window. Siblings (foundations, retrospectives, quorums, plans, instruments, personas, lineage event READMEs, coo-logs incidents) follow under their own issues. Tools that parse a type’s metadata get rewritten to call the type’s shared parse_* helper returning (frontmatter, body).

MEMO-2026-06-07-rqgz — Diff-scope floor flips — unmapped publishing-eligible paths skip, not full-render. Landed via #1281 (closes #916). Issued 2026-06-07 04:07 local. Per #916, the diff-scope floor in bin/publish-site/diff_scope.py flips: a path under a publishing-eligible folder (foundations/, retrospectives/, lineage/, memos/, site/) that isn’t in config/publish/allowlist.yml contributes an empty render set, not a full-render escalation. The pre-fix floor optimized for safety against undiscovered cross-references — but backlinks are explicitly stale on partial render (the harness already accepts that staleness), so the protection was illusory. Audit of #905 (secrets audit) showed every memo PR running a full Quarto render against zero publishable files matching — wasted minutes plus green-but-noisy checks that train sessions to ignore publish status. Carve-outs preserved: schema paths still force full (publish-site harness code, Lua filter, CSS, workflow YAML, carve-outs.yml, identity_layer.md, product_vision.md); cardinality changes (A/D/R in foundations / retrospectives) still escalate; allowlist.yml diffs still parse the patch. Genuinely unrecognized paths (no kind match) remain the residual safety floor. Observability addendum: build.py now writes the diff_scope verdict to $GITHUB_STEP_SUMMARY so the PR’s checks panel surfaces full / partial / no-op at a glance.

Console v0 launch arc — fifteen PRs in one window. Per-folder CLAUDE.md sweep continues. The per-folder auto-loading CLAUDE.md convention (research note in #1305, closing #1041) lands across 13 coo-memory folders in #1315 with the drift-vigilance footer addition in #1317, across 7 coo-harness folders in coo-harness#559, across coo-logs transcripts/sessions/index in coo-logs#756, and across tjsonl’s schema bundle in tjsonl#36. Adjacent canonical-layout amends ship in coo-memory#1304.

Filing-issues coo-on-assign workflow trigger rewire — no memo. A 4-PR cross-repo arc lands the workflow trigger flip from assigned to issues.field_added, plus the Assigned Readiness option: coo-memory#1326 (PR1/4: filing-issues add Assigned option) → coo-harness#570 (PR2/4: dual gate + canary flip to issues.field_added) → coo-memory#1327 + coo-logs#771 + peer PRs across 6 more repos (PR3/4: flip thin trigger from assigned to field_added) → coo-memory#1328 + coo-harness#571 (issue-pr hygiene: catch naked <reponame>#N form, Pattern-C extension). The substrate-cleanup PR coo-harness#568 (purge stale one-shot allowlist entries) lands as housekeeping during the arc.

Net effect of Lane 6: three substrate-discipline memos compose with the Console v0 launch arc in one window. 2gcp records the URL convention before view count gets large enough that restructuring breaks links — the load-bearing rule is “file path equals URL path equals Worker route, zero indirection.” The fifteen-PR Console arc immediately tests the convention against real use: the trace viewer port + /logs/ list+detail views all land under src/<name>/, the auth-rotation runbook ships, the trace-timeline default flips to Console URL with --legacy keeping the offline HTML path. fnzq codifies the YAML frontmatter convention for type-instance files with the 187-memo backfill as the load-bearing proof — the tolerant-parser + bulk-migrator pattern works at substrate scale, and the sibling type-instance directories (foundations, retrospectives, quorums, plans, instruments, personas, lineage event READMEs, coo-logs incidents) inherit the convention. rqgz flips the diff-scope floor so the publishing pipeline stops wasting full-Quarto-renders on PRs that touch zero publishable files — the secrets-audit PRs (#905) were the catalyst: every memo PR was running a full render against zero matches, training sessions to ignore publish status. The per-folder CLAUDE.md sweep continues across all four substrate repos. The filing-issues coo-on-assign field-added trigger rewire ships without a memo because it’s a workflow infrastructure adjustment, not a case-law decision; the four-PR arc spans nine repos and lands the Assigned Readiness option for one-shot issue assignment as a project-board surface.


How this fits existing priorities

  • gmsy’s CI strategy gets its first concrete G2 occupants in one window. s364 fills the per-epic slot (Consistency Sweep Protocol); ivt2 fills the cross-cutting slot (substrate-staleness-lint with at-PR-open lint + daily cron). The seeding convention codified per-arc means future primitives ship with their schema entry + birth log entry in the same PR, not as backfill. The G2 layer is now populated, not promised.
  • Boot-brake Phase 1 closes deliberately. vyph cuts EMP1 and accepts RUN1 as satisfied via existing surface rather than producing a duplicate file. #1082 + #1174 unblocked; Phase 2 tracking moves to #1176. The arc shape is the inverse of architectural opening — recurring deferred-deliverable items get deliberately retired with reasoning recorded.
  • Mem0 effectiveness audit takes a binding strategic direction. hkkd’s BDFL overrule commissions drop-and-replace via Voyage-4 + sqlite-vec + FTS5 (~7,500× cost ratio over 5y, ~1,500 substrate LoC retired vs ~250 written).
